IOCL Panipat Naphtha Cracker Project is located at Panipat District in Haryana State, India. The overall capacity of IOCL Panipat II Cogeneration Power Plant is 238 MWe.

The plant is mainly used for cogeneration in Panipat district and is a fully operating power plant. This is a power and heat combined cycle gas turbine. Here natural gas and naptha are used as primary and secondary fuels. GAIL Gas pipeline is the main source of fuel and the pipeline used for transporting the fuel is CBJ pipeline. Here the electric power is mainly connected to the capacitive and grid connector. This is an industrial co-generator power plant and the steam is supplied to the IOCL Panipat Refinery. The capital cost of the plant in 2010 is 256000000 US Dollars.

The plant has 8 different units. All the eight units has an installed capacity of 30 MWe. All the 8 units are commissioned in the year 2010 itself. The turbine manufacturer are Hitachi (for units 1 to 5) and BHEL (units 6 to 8). The boiler manufacturers are Larsen & Toubro. The different turbine models used here are: Gas Turbine-1 H25, Gas Turbine -2 H25, Gas Turbine -3 H25, GT-4 H25, GT-5 H25 (for units 1 to 5 respectively), Steam Turbine-1, ST-2 and ST-3 (for units 6 to 8 respectively). Indian Oil is the owner of the power plant owing 100% share and is a government captive type power plant. Larsen & Toubro is the construction contractor and Indian Oil is the operating company of the power plant.
